certain groups that decided for their own reasons that they didn't want anarchies around, and now it's come back to bite them when it's turned out that anarchies are actually quite useful to have around for various reasons in odyssey.
Unfortunately Colonia isn't really a great place for farming thanks to. Note that occasionally they'll still experience shutdowns and fires due to negative states triggered by all that raiding, but you can take reactivate/restore missions when that happens.
As long as it's below 7% they can't get driven into a war (which can cause them to lose control of the settlements) and if they're sat at 1% then there's nowhere further to go from there. The best anarchies to raid from an "ecologically sound" perspective of not actively doing damage to the future existence of that anarchy are those controlled by native anarchies (usually identifiable by being named after the system you're in) with as little influence as possible. Carcosa is an odd one where the nameless, the owner of all those anarchy settlements, actually has the highest influence in the system, but that's because there's an active player group maintaining them. I'm willing to advise and lend a hand to people that do want to set up these little farming havens for themselves, but I'm not touching the high-traffic areas of the bubble. If you want farming grounds, you may well have to go out and create them yourself. Certainly not the anarchy supporters, who are rather annoyed after going on six months of people swarming their stuff and pounding it into the dirt without lifting a finger to repair the damage they're doing. Needless to say this is tricky and very few people are willing to put in the work to set that up. The ideal situation is to find an anarchy settlement in a non-anarchy system where the anarchy that owns it doesn't have any influence to lose.
HOWEVER, as many people have been pointing out, this rush of people swarming to farm the anarchies is doing serious damage to them and causing them to disappear. If you go to an anarchy settlement in a non-anarchy system, you will not get bounties and notoriety for killing people.
